Please find hereafter a common communiqué of the WSIS civil society 
media and human rights caucuses on the exclusion of Reporters sans 
Frontieres from WSIS. This administrative decision comes after the 
exclusion of Human Rights in China, the only organization devoted to 
human rights in China. See their communique at: www.hrichina.org.
A summit on the information society that allows the participation of 
governments that systematically censors medias and violates human 
rights but that doesn't allow the participation of some of the leading 
international groups defending those rights makes no sense.

Veuillez trouver ci-après un communiqué commun des caucus médias et 
droits de l'homme, regroupant des organisations de la société civile au 
SMSI, au sujet de l'exclusion de Reporters sans Frontières du SMSI. 
Cette exclusion administrative vient s'ajouter à l'exclusion de la 
seule organisation de défense des droits de l'homme en Chine, Human 
Rights in China. Voir le communiqué de cette organisation à: 
www.hrichina.org.
Un sommet sur la société de l'information qui admet la participation 
d'États qui censurent systématiquement les médias et qui violent les 
droits de l'homme, et qui dans le même temps exlut la participation de 
certaines des principales organisations défendant ces droits, ne fait 
pas sens.

Exclusion of Reporters sans Frontieres from the World Summit on the 
Information Society
Common Communique of civil society media and human rights caucuses
Geneva, September 18, 2003

The media and human rights in the information society caucuses, present 
in Geneva for PrepCom 3 of the World Summit on the Information Society 
(WSIS) express their astonishment and consternation over the 
communication by the Executive Director of the Summit to Reporters Sans 
Frontières of the refusal to allow the press freedom organization to 
participate in this meeting and the Summit.

The procedural reason given should not override the principle at the 
core of the Summit : an Information adn Communication Society should 
have as its basis the respect for human rights and fundamental 
freedoms, notably freedom of expression and freedom of the press.

We strongly urge the Summit’s Executive Secretariat to abrogate 
immediately its administrative decision to exclude RSF from the work of 
the WSIS.

Failing that, the image of the WSIS and of the UN system could only be 
tarnished as to their attachement to freedom of expression and its 
determination to include civil society in its deliberations.

Communiqué commun des caucus médias et droits de l'homme de la société 
civile
Genève, 18 septembre 2003

Les caucus médias et droits de l'homme dans la société de 
l'information, présents à Genève pour la troisième conférence 
préparatoire du Sommet mondial sur la société de l’information (SMSI) 
expriment leur étonnement et leur consternation devant le refus 
signifié par le Directeur exécutif du Secrétariat du Sommet à Reporters 
Sans Frontières (RSF) de participer à cette conférence et au Sommet.

Le motif de procédure invoqué ne doit pas primer sur la question de 
principe qui est au coeur de ce Sommet : une société de l’information 
et de la communication doit avoir pour fondement le respect des droits 
de l’homme et des libertés fondamentales, notamment la liberté 
d’expression et la liberté de la presse.

Nous demandons avec insistance au Secrétariat exécutif du Sommet de 
surseoir instamment à la décision administrative d’exclure RSF des 
travaux du SMSI.

À défaut, l’image du Sommet et du système des Nations Unies ne pourrait 
être que noircie en ce qui concerne son attachement à la liberté 
d’expression et à sa volonté d’inclusion de la société civile à ses 
travaux.
