[hr-wsis] Some background on governements work
Here is some background on intergovernmental work, mainly intended for
those of you who have not participated to PrepCom1.
The intergovernmental work have been divided into two subcommitteed.
- Subcommittee 1 has been in charge of defining the rules of procedure
for the preparatory process and the Summit itself. Its outcome from
PrepCom1 is a document called:

- Subcommittee 2 has been in charge of defining the content and themes
for the Summit, which will be basis of the expected final "Declaration
of Principles" and "Plan of Action" of the Summit (Reminder: the WSIS
will be held in two steps, 1st in Geneva, December 2003, 2nd in Tunis,
2005).

Due to the fact that governments have spent most of the time on the
issue of rules of procedure, the work of Subcommittee 2 has been pursued
during a so-called "Informal meeting on Content and Themes", held in
Geneva, mid-September 2002. This meeting is informal in the sense that
its conclusions still have to be adopted by the governement plenary
during PrepCom2.
Its conclusions are written in a document called Outcome of the informal
meeting of sub-committee 2 of PrepCom I of the WSIS. Final report,
