Introduction Introduction
Les membres de la société civile présents durant la PrepCom1 du SMSI (Genève, 1-5 juillet 2002) ont décidé de s'organiser en sous-comités, groupes de travail et caucus régionaux et thématiques. Un(e) représentant(e) de chacun de ces groupes participe au groupe de coordination de la société civile (GCSC). Le caucus Droits de l'homme a été proposé par l'association française IRIS, afin d'assurer que cette question soit bien prise en compte dans les travaux du SMSI, par les gouvernements comme les ONG.
Civil society members participating to PrepCom1 of the WSIS (Geneva, July 1-5, 2002) have decided to organize themselves in sub-committees, working groups and regional as well as thematic caucuses. One representative from each group participates to the Civil Society Coordination Group (CSCG). The Human rights caucus has been proposed by the French NGO IRIS, in order to ensure that this question is duly taken into account in the WSIS process, by governments as well as by NGOs.
Objectifs Purpose
  • 1. Inscrire les droits de l'homme à l'agenda du SMSI. Les droits de l'homme s'entendent, tels que définis par la DUDH, le Pacte international relatif aux droits civils et politiques, et le Pacte international relatif aux droits économiques, sociaux et culturels, comme les droits civils et politiques des citoyens aussi bien que leurs droits économiques, culturels et sociaux.
  • 1. Putting Human Rights on the agenda of the WSIS. Human Rights are intended, as defined in the UNDH, the International Covenant on Civil and Political Rights, and the International Covenant on Economic, Social and Cultural Rights, as civil and political rights of citizens, as well as their economic, cultural and social rights.
  • 2. Élaborer des contributions détaillées sur les déclinaisons possibles et souhaitables des droits de l'homme, tels que largement définis, dans le contexte spécifique de l'information et de la communication, en vue de construire une vision commune de la société.
  • 2. Developing detailed inputs and contributions on how Human rights, as broadly defined, can be precisely translated within the specific framework of information and communication, in order to build a common vision of this society.
  • 3. Sensibiliser les ONG et le grand public à l'importance de la place des droits de l'homme dans la société de l'information, étant donné que les organisations majeures ayant vocation à promouvoir les droits de l'homme dans la société de l'information ne se sont pas encore jointes au processus de préparation du SMSI. C'est également le cas des ONG généralistes de défense des droits de l'homme, comme celui des syndicats.
  • 3. Raising awareness of NGOs and the public on the importance of addressing Human rights in the information society, having noted that major organization dedicated to promoting Human Rights in the Information Society are not yet part of the WSIS process. This is also the case of general-purpose Human Rights organization, as well as trade-unions.

  • Les atteintes aux droits de l'homme et à la démocratie en Tunisie sont aussi évidentes dans le contexte de la société de l'information. Aussi, le caucus des droits de l'homme s'est préoccupé de cette question dès le début du processus du SMSI. Une page spécifique, contenant des liens vers des actions, évènements et documents relatifs à la question a été mise en place par le caucus, de sorte que chacun, et spécialement les participants au SMSI, puisse être informé de la situation régnant dans le pays hôte de la seconde phase du SMSI.
  • Tunisia bad records on human rights and democracy are also blatant in the information society context. Thus, the WSIS civil society human rights caucus has been concerned with this issue since the very beginning of the WSIS process. A dedicated page with links to actions, events and documents on the issue has been established by the caucus, so as everyone, and specially WSIS participants, may be aware on the situation in the host country of WSIS 2nd phase.

  • Les organisations principalement concernées sont les ONG de promotion des droits de l'homme dans la société de l'information, les ONG généralistes de défense des droits de l'homme, les associations de consommateurs et les syndicats. Toute autre organisation intéressée est bienvenue.

  • Suite aux incidents survenus lors de la PrepCom1 de la phase de Tunis, le caucus des droits de l'homme rappelle que seules les organisations et non les individus peuvent en être membres, et que la qualité de membre du caucus suppose l'adhésion aux objectifs de protection et de promotion des droits de l'homme dans le processus du SMSI et dans tous les pays du monde, à commencer par le pays d'accueil du Sommet.
  • NGOs dedicated to promoting Human Rights in the Information Society, general-purpose Human Rights organization, consumer organizations and trade-unions are the core of this caucus. Any other interested organization is also welcome.

  • Following what happened during PreopCom1 of the Tunis phase, the human rights caucus reminds that only organizations, not individuals, may join, and that the caucus membership implies the agreement to the goal of protecting and promoting human rights standards in the WSIS process and in all countries of the world, not least the host country of the Summit.

  • Des membres du Caucus DDH ont co-organisé et participé à une Conférence internationale de suivi du processus du SMSI, tenue à Copenhague les 21 et 22 février 2006. La conférence comprenait 4 ateliers thématiques, dont l'un consacré aux droits de l'homme dans la société de l'information. Le programme et les recommandations de ce workshop sont disponibles. Plusieurs exposés ont été présentés en introduction par des membres du caucus : Introduction aux enjeux, par Rikke Frank Joergensen et Meryem Marzouki, Vote électronique, par Ginger Paque (version espagnole), et Vie privée, par Cédric Laurant (version espagnole).
  • Members of the HR Caucus have co-organized and participated to an International follow-up conference to the WSIS process, which was held in Copenhagen on February 21-22, 2006. The conference included 4 thematic workshops, one of them being dedicated to Human Rights un the Information Society. The programme and the recommendations of this workshop are available. To introduce workshop discussions, speeches were given by members of the caucus: Mapping the scene, by Rikke Frank Joergensen and Meryem Marzouki, E-voting, by Ginger Paque (also available in Spanish version), and E-privacy by Cédric Laurant (also available in Spanish version).
