hr panel/financing issues



Hello everyone.
 
I particularly appreciated Rikke's last posting on hr panel issues, for its concise and specific points.
 
The UNA-Venezuela emphasizes HR education, and we are interested in supporting HR issues in the WSIS process.  It has been very hard for me to understand how specific, measurable goals can be achieved in this labyrinth of issues and meetings.
 
Right now PrepComII seems to be dealing with financing and governance, but it seems to me that financing issues control power and thereby HR. HR can be effectively strangled by lack of funding. How can financing be controlled to ensure that HR will be respected? If HR are given lip service, but no funding, there are efficiently stifled. The two issues I see most affected are minority inclusion and guarantees of _expression_, particularly of opposition groups. (Promise them everything, but don't give them any financing, the issue is closed with a nice, tidy pat on the back).
 
Both minorities and opposition groups can be hurt by financing guidelines that are set by country/government income rather than individual income, as is often the case. It is possible for a country/government to have a high income due to oil revenues, for example, although the income of the population and outside of government activity may be low.  If the government maintains a policy of financing only government organizations, this can curtail activities if civil society has no access to internal funds due to politics or external funds due to international financing guidelines.
