Council of Europe Declaration on freedom of communication on the Internet



On 28th May 2003, the Committee of Ministers of the Council of Europe
adopted a Declaration on Freedom of Communication on the Internet. In this
Declaration, all Council of Europe Member States declare that they shall
abide by seven Principles with regard to freedom of expression and the
Internet. Amongst other things, the Principles state that Internet content
should not be subject to restrictions which go further than those applied to
other means of delivery, and that public authorities should not, through
general blocking or filtering measures, deny access by the public to
information and other communication on the Internet.
