I will support Bill's comments on paragraph 10 as a first contribution of the HR caucus. More work will evidently have to be done for the July intersessional meeting and the september prepcom. I think we will have to insist on general principles as Meryem and Rikke did before entering in details. If you refer to my previous message , i think we should go further than react to the draft.
Meryem is true about the "free flow" hot word.It is also true that if we accept the idea of a "complex of rights" supporting the reinforcement of Art 19 this concept takes another meaning.

Meryem,
I would never suggest that we not allow feedback, but
we should continue to prepare the text so that it is ready for tomorrow
and encourage our members to comment in a timely fashion.
We have known about this deadline some time.
