Council of Europe, Internet and Freedom of expression

New Council of Europe response to the regulatory challenges posed by
the Internet
[30/05/03] The Council of Europe Committee of Ministers has just
adopted a Declaration on freedom of communication on the Internet. The
objective of this text of reference for the Organisation's member
States is to strike a balance between freedom of expression and
information on the Internet and other rights guaranteed by the European
Convention on Human Rights, such as the protection of children against
unsuitable online content. The text underlines the principle of freedom
of expression and condemns practices aimed at restricting or
controlling Internet access, especially for political reasons. It also
deals with the freedom to provide services via the Internet, the
responsibility of intermediaries and the anonymity of Internet
communications.

Freedom of communication on the Internet on Ministers’ Deputies agenda
[27/05/03]
The Ministers’ Deputies adopted on 28 May a draft Declaration on
freedom of communication on the Internet and a draft Recommendation on
measures to promote the democratic and social contribution of digital
broadcasting. They also discussed the contribution of the Council of
Europe towards the restoration of the rule of law, respect for human
rights and democracy in Chechnya.
